Our Leadership

Brendan Bagnell
Executive Director
Brendan Bagnell is a seasoned leader with over 30 years of experience in personal development and leadership. He holds a Master of Divinity (MDiv) and a Master of Arts in Christian Leadership (MACL), complementing his credentials as a Master Certified Professional Life Coach and member of the International Coaching Federation. Brendan has served as an Executive Pastor, Police Officer, Professor, and Chairman of a Chamber of Commerce Board. Passionate about equipping others, he blends advanced education, proven leadership techniques, and biblically grounded principles to help individuals reach their full potential. He joined the board of Paid in Full California in 2024.
Board Treasurer
Bob along with his wife and family, established a 501c3 non-profit in 2011 called 'Bibles 4 Change'. They distribute very high-quality study Bibles to incarcerated people in 13 States. They have also developed two Christian courses taught in prisons - "Christian Anger Management Project "(CAMP) and "Written in Red" a study of the 4 gospels, taught in California and Texas. Bob joined the Board of PIFC at its inception in 2023.
Board Secretary
Jordan Jeske has been an Associate Pastor at Refuge Bible Church in Salinas, CA for 7 years. He has a heart for the lost, especially those that have been in prison. He and his wife Antonette opened up their home in 2015 for men released after long term sentences. Jordan joined the Paid In Full Board in October 2023.

Joe Stewart has worked for the California Department of Corrections and Rehabilitation for over 25 years and retired as an Associate Warden. He has completed several law enforcement leadership courses from the University of Southern California (USC), Sacramento State University, and the University of California at Davis (UCD). Joe has been involved in the development and planning of several faith based programs inside CDCR institutions for over 10 years and has been the chairman of the board for Paid In Full California since October of 2023.

Oak Smith is a Christ follower, husband for 28 years to Michelle, father to three adult children. US Army veteran from 1987-1991 having served in Desert Shield/Storm and a Peace Officer for the past 27 years. Oak served at Pelican Bay State Prison, Corcoran State Prison, and San Quintin Rehabilitation Center. He joined the board of Paid in Full California in 2024.

Mike Broyles has been a Family Life Pastor for over 50 years in eight different churches in the US. For 13 years, he has been the Executive Director of Lifeline Global Ministries serving the USA and over 20 countries around the world. Malachi Dads and Hannah's Gift programs teach men and women on the inside how to be a godly man or woman and develop godly skills to break the cycle of incarceration. He joined the board of Paid in Full in early 2024.

Randy Haskins knows what it’s like to be broken and in need of grace. After experiencing the transforming power of Jesus, he committed to sharing that hope with others. What began as a simple “yes” to God became New Beginnings Gold Country, a faith-based nonprofit in Placerville, CA, offering transitional homes, businesses, and support to those rebuilding after incarceration. Randy leads by action—ministering behind bars, advocating for second chances, and reminding people that their past doesn’t define them—God does. As long as people need hope, Randy will be there, believing that through Christ, every life can begin again.

Jonathan Melilli is a seasoned, tactful leader with extensive experience developing organizations while exceeding objectives in ministry and the luxury auto industry. As a General Sales Manager at Audi and Porsche dealerships, he was responsible for motivating a highly effective sales team, customer relations, and initiating productive change. He has served in a number of specialized leadership roles throughout his career in nonprofit and for profit organizations. Jonathan and his wife Salli have also served in ministry positions over 25 years as a pastor, evangelist, and chaplain at Louisiana State Penitentiary at Angola. In their career they have started and established two 501c3 nonprofit organizations.
